HGS Engineering Personnel

HGS owes its success to its cadre of highly professional and credentialed employees.  HGS has over fifty full-time employees at offices in Alabama, Virginia, South Carolina, Kentucky, and California.  Snapshots of key employees are detailed below.


Harry Summers, Principal

P.E. (LA, GA, NM, FL, UT, CO, MD, AL, OH, KY, SC, and VA)

Mr. Summers has over 25 years of experience in the areas of civil engineering design, construction management and environmental engineering planning and management. He assisted in the development of US environmental policy abroad and personally negotiated environmental standards for US military construction in Central and South America on behalf of the United States. He is the engineer of record as the Facility Construction Certification engineer at the Aberdeen Chemical Demilitarization Facility, Anniston Chemical Demilitarization Facility, Blue Grass Chemical Agent – Destruction Pilot Plant, and Pueblo Chemical Agent – Destruction Pilot Plant. Mr. Summers is a 1977 graduate of the US Military Academy at West Point.

Bruce Tucker, Private Sector Director


Mr. Tucker has over twenty-five years of combined chemical, safety and environmental experience, specializing in environmental compliance assessments and environmental/safety training associated with the regulatory requirements of 29 CFR, 40 CFR, and 49 CFR.  Mr. Tucker has served as Lead Auditor and Project Manager for VA Medical Center audits in VISNs 7, 11, 15, 16, 17, 18 and 22.  His most recent work includes environmental and safety compliance audits for USDA Ozarks; DLA due diligence assessments in California, New York, England, Spain, and Belgium; training in USDOT hazardous materials regulations for U.S. contracted firms shipping hazardous materials both within the U.S. and overseas to U.S. theaters of combat operations; environmental workshops for vehicle and equipment maintenance supervisors and mechanics at U.S. Army Reserve sites in the Midwest and Tennessee Army National Guard sites; and hazardous material surveys/inventories for U.S. Marine Reserve facilities throughout the U.S.  Mr. Tucker conducts extensive coordination with local, state, and federal agencies to insure compliance with regulations and directives. Mr. Tucker is a 1979 graduate of the US Military Academy at West Point.

Tim Thompson, Facilities Director


Mr. Thompson joined HGS Engineering in 2005 after serving 24 years in the US Army. During his professional career with HGS Engineering, Inc. Mr. Thompson has held several major Federal project management positions, engineering and environmental related positions for various Federal government and private clients. He brings HGS experience in numerous areas of the Project Management, engineering and environmental. Mr. Thompson currently manages the NOAA O&M project in Charleston, SC; .the project management and QCP for two VISN wide Department of Veterans Affairs Retro-commissioning projects; project management of the Department of Defense Wounded Warrior transportation project in Washington D.C.; and environmental projects for the Department of Veterans Affairs in Ohio and Texas.

Michael Summers, Environmental Director

CEA, RABQSA Certified Lead Environmental Auditor

Michael Patrick Summers currently serves as the Environmental Operations Director and is a key member of HGS’s Corporate Team. Mr. Summers has executed projects across the US, Europe, Asia, and Africa on behalf of his Federal Clients. He has acted as both the lead and support auditor on Environmental Compliance Audits for the US Forest Service, Defense Logistics Agency, Marine Corps Reserves, and Department of Veterans Affairs and has provided plan preparation and environmental investigation support to the National Park Service, Bureau of Reclamation, Bureau of Prisons, US Air Force, and US Army Corps of Engineers.

Mr. Summers also serves on HGS’s Business Development Committee.  In this capacity, he evaluates opportunities, prepares responses to RFPs and RFQs, and spearheads initiatives to maintain and expand service line offerings.

Prior to joining HGS Engineering, Mr. Summers worked for PAE Government Services supporting US Department of Defense and State Department initiatives in Sudan and Romania. Mr. Summers is a 2016 graduate of Birmingham School of Law.

Charles Jones, Safety Director


Mr. Jones has over 30 years of safety experience in commercial chemical plants and paper mills, Department of Energy (DOE) nuclear, and Department of Defense (DOD) chemical demilitarization facilities, and has a strong working knowledge of OSHA and NFPA requirements.  He has organized and trained fire brigades, hazardous material response teams, and emergency management organizations.  Mr. Jones has developed and written emergency response and emergency management plans, and has developed, planned, and conducted emergency exercises including table-tops, drills, and full-scale exercises.  He has participated in both quality and process safety management audits, and has been a member of many teams conducting HAZOP studies.  Mr. Jones has considerable experience conducting incident investigations and has served on numerous root cause analysis teams.  He has experience implementing, assessing, and maintaining OSHA Voluntary Protection Programs as well as developing and implementing safety programs such as behavior-based safety.  In his current position, Mr. Jones manages the company’s safety services division.

Jessica Metcalfe, Laboratory Manager

Ms. Metcalfe holds both a Bachelors and Masters of Science in Biology, and has been with HGS since the startup of our analytical laboratory. Jessica maintains quality results through our designed quality assurance program, by performing proficiency tests, making adjustments in policy and procedures, generating reports, and maintaining records. She maintains technical and professional knowledge by attending workshops, establishing personal networks, and reviewing professional publications.

Jansen Harmon, Water Safety Director

Mr. Harmon acts as the liaison between Operations and our Analytical Laboratory. With a Master of Business Administration from the University of Florida, Jansen coordinates with the two departments to develop company objectives and enforce business strategies to constantly grow our business. Along with ensuring our laboratory is in compliance with industry standards, he also travels to various sites across the country to assist facilities in being compliant with directives and mandates related to reducing Legionella risk. Jansen assists healthcare and industrial facilities with creating and maintaining Water Management Plans to ensure the safest water quality.
